Are the calls made on airplane phones always recorded? How many cell phones have that personal feature? 9/11?

On 9/11, one of the passengers phone calls were recorded; The guy calls his mother and states his entire name. Who does that when calling their mother?? Who recorded those calls?
If recording phone calls on planes is normal procedure, would that mean the Patriot Act was already in place?? If not, for what other reason would this be standard?
Did you also know that, that the chance of receiving a cell phone call from an airplane is less than 1/1,000,000. I saw it on the history ch., NASA did tests. So your telling me that this guy just happened to be the 1 out of 1,000,000 who got his signal through, thats pretty hard to believe.
